ST. PETERSBURG, Wednesday, Reports from Western Russia and Siberia tell of the sudden arrival of spring . The ice on the river has broken, up and this, with the melting of the snow, which lies during the winter several feet deep all over the level plains, has caused high floods, which are doing an immense amount of damage.
